AC PCB is not commanding the compressor: safe checks before control-board diagnosis

An outdoor compressor that does not start does not prove the PCB is the cause. Before calling it a control-board failure, confirm the thermostat is actually calling for cooling, allow any model-specific anti-short-cycle delay, check for a tripped indoor or outdoor power source without repeatedly resetting it, inspect the filter and visible ice or water, and note whether the indoor fan and outdoor condenser respond.
