GE refrigerator defrost heater WR51X10055: is condensation normal?

GE identifies WR51X10055 as a refrigerator defrost-heater assembly, but this number is a part number rather than the refrigerator's full appliance model. GE's opened refrigerator manual says that during a defrost cycle, water dripping onto the heater can make a hissing or sizzling sound, so visible meltwater around an energized defrost heater can be part of normal defrosting.
